**New Rules for 2007**

1. Objectives
(A) Non-Delaware stations to contact as many Delaware stations as possible.
(B) Delaware stations to contact as many stations as possible.
2. Date & Contest Periods
Always the first full weekend in February. There are two time periods:
- First Period: from 1700Z 3 February to 0500Z 4 February 2007
- Second Period: from 1300Z 4 February to 0100Z 5 February 2007
3. Categories
- Single operator: One person performs all operating and logging functions. Only one (1) transmitted signal on the air at any time. Use of spotting nets or assistance is not permitted.
- Multioperator:
Operators obtaining any form of assistance, such as loggers or use of a spotting net. Multioperators do not have to remain on a band for 10 minutes before changing bands.
- Multi-Single: Only one (1) transmitted signal on the air at any time.
- Multi-Multi More than one (1) transmitted signal on the air at any time. No simultaneous SSB, CW or digital signals on one band at the same time.
- Mobile:
Mobile is a station that is self-containd (radio, antenna and power source) and capable of motion. Motion is not required. There is only one class for Mobile/Rover, wether single- or multi-operator.
4. Power
Three power output categories for all categories. Logs not showing power output will be listed as low power
- QRP: 5 watts output PEP or less.
- Low Power: 150 watts output PEP or less.
- High Power: More than 150 watts PEP output.
5. Modes
- Phone
- CW
- Digital, including RTTY
6. Contest Exchange
- Contest callers should include “DEQP” on CW or Digital, or “Delaware QSO Party” on phone. For example, CW and digital callers may call “CQ DEQP de [callsign]”phone callers would call “CQ Delaware QSO Party from [callsign]”.
- Delaware stations send signal report and Delaware county.
- Stations outside Delaware send signal report and state, province or DXCC entity name.
- All QRP stations should send “QRP” after signal report and location
- Mobile stations should append ‘/M’ on CW, “MOBILE’ on phone, and Delaware county name to their call-signs as appropriate.
7. Valid Contacts
- Non-Delaware stations work Delaware stations once per band and mode.
- Delaware stations work everyone once per band and mode.
- Mobiles that change counties are considered to be new stations, and can be worked for both multiplier and QSO point credit.
- Delaware county line QSOs should be logged as two separate QSOs.
- Delaware stations on a county line may be claimed as a QSO and a multiplier for each county, i.e., 2 QSOs and 2 multipliers.
- County lines are defined per “County Hunter” rules.
- Cross-mode, cross-band and repeater QSOs are not permitted.
8. QSO Points
- One (1) point per Phone QSO
- Two (2) points per CW QSO
- Two (2) points per Digital QSO
9. Multipliers
- Multipliers apply once per band and mode
- Delaware stations:
- United States: One (1) per state.
- Canada: One (1) per province.
- DX Entities: One (1) per recognized DX entity.
- Stations outside Delaware:
- Delaware counties: One (1) per Delaware county.
- All stations:
- QRP: One (1) per QRP contact.
10. Scoring
- Total score is QSO points times multipliers.
- Mobiles count QSO points per county and multipliers for all counties (counted once).
11. Suggested Frequencies
- CW: 1.825, 3.550, 7.050, 14.050, 21.050, 28.050
- Phone: 1.860, 3.960, 7.260, 14.260, 21.360, 28.360
- Digital frequencies per current band plan.
- Novice & Technician 25 kHz above the sub-band edge.
- All operators must observe the limitations of their operator and station licenses at all times.
12. Awards
For each category:
- Stations within Delaware: For each category and mode, First, Second and Third Place, Highest Score per Delaware county.
- Stations outside Delaware: For each category and mode, First, Second and Third Place.
- Special awards may be issued to certain top scorers at the discretion of the contest manager.
13. Reporting
- Electronic entries are encouraged to include a complete Cabrillo format log. If your software does not provide that option, include a summary file and log file in plain text format.
- Paper entries are encouraged to use the provided summary and log sheets. You may click on the following links for PDF versions of the summary and log sheets. No dupe sheet is required.
- Logs should indicate times in UTC, bands, modes, calls and complete exchange.
- Club name should be indicated if applicable.
- Entries must be submitted no later than 9 March 2007 by e-mail to QSOParty[at]fsarc[dot]org, or by postal service to Contest Chairman, FSARC, PO Box 1050, Newark, DE 19715-1050 USA.
14. Other Information
- Delaware Counties: There are three counties in Delaware: New Castle, Kent and Sussex.
For purposes of the DEQP, these are abbreviated “NEW”, “KEN” and “SUS”.
- Multi-Category Stations: Stations that work several categories should submit separate logs for each operating category.
- Logging Software: The Delaware QSO Party is supported by W3KM's GenLog logging software. Thanks to W3KM for his super support! We will continue working with other logging software publishers and hope to have more choices in the coming years.
